[Global_conference_committee] Amendment to the "free attendance/training for OWASP Leaders"

IMHO, the cut off should be a minimum of 1 month before the event to allow
conference planners the ability to adequately plan for space, food, etc.
It really jacks with a budget if you get a bunch of freebies that close to
an event.  I'm 100% on board with giving free admission to AppSec events,
but we need to put some of the onus back on the leaders to get registered
in time.  I'd like to see it be 1 month before or they can pay full price
like anyone else.  I don't think that's too much to ask considering we are
giving them a free pass with no strings attached.
