[Global_conference_committee] Amendment to the "free attendance/training for OWASP Leaders"

All,

Based on some previous discussions, I'd like to amend the rule that
allows OWASP Leaders free admission to training/events to include a
cut off of 2 weeks before the event.  This is based on discussions
with some planners on how OWASP leaders tend to register last minute
after commitments for numbers are made to venues and incurring
significant costs for the event in things like catering.

Anyone have any thoughts on this proposed change?
