[Global_conference_committee] FIRST and OWASP relations

I'm fine with trying a partnership with them, it might work well, but
I'm concerned that the statement "foremost incident response teams."
must be an over statement, because I do incident response, and I teach
it, and perform drills, and with all the IR teams I've worked with I
only have a vague recollection of hearing the name years ago. Also the
guides all seem to be dated 2001 - 2006. So they aren't that well know
in the IR circles that I have worked with.
