[Global_conference_committee] VOTE: Automatic Approvals of Events in OCMS

Hi!

Sorry for missing the last conference last call. It was Friday 6pm local
time which is not always the best for me :). But I didn't even Doodle so ...

Regarding local events, I think $2,500 in combination with auto-approve in a
week is a bit high on $ and/or quick in time. I'd suggest altering
auto-approve to at least two weeks.

We really need to inform people that these resources are available. If we'd
do a survey right now and ask leaders if they know about available budget
for local events I think the results would be disappointing. That means we
currently run the risk of over-funding leaders who somehow know and getting
bitterness from leaders who'll hear about it in 2013.

Finally, I'd like to see some geographical tracking. Even if we do an
information push my guess is this will spread by word of mouth or by example
and we risk spending the full local event budget in a certain region. That
might be OK but I'd like to know in advance.
