[Global_conference_committee] Committee Member admission to conferences

I would say that we should start using the budget areas we we defined
at the last Board meeting so that each of these expenses can be placed
on a 'financial bucket'. That way we can analyse their use in context
with the other expenses/investments

Btw, the OotM is now part of the 30k budget allocated to the
'projects, chapters and committees' (with the caveat that an Owasp
Leader cannot self approve travel expenses (I.e the
request/authorisation/ownership needs to come from a chapter or
committee member)
