[Global_conference_committee] Committee Member admission to conferences

For some events that's more costly than others (for example ASDC09 true cost
was about 200/attendee for food & networking event). I know last year for
ASDC, we had a "Foundation Price" that represented a net income to the
conference budget at the break even point. But I believe this is more of a
board question regarding the budget as the GCC does not have jurisdiction
over any of the Foundation resources.
Another ops type question. How are we defining an OWASP leader? What's the
litmus test there?
