[Global_conference_committee] Committee Member admission to conferences

I think it should come out of the conference budget. Otherwise tracking and
moving all this around is too much of a hassle.

 

The actual real cost of this policy to the conference is simply food for 1
more person. We don't expect hordes of leaders to attend any particular
event so overall we expect the actual impact to be nominal, and the benefit
to OWASP to be far more valuable than the actual cost.
