[Global_conference_committee] Committee Member admission to conferences

We already do this :)

In fact at the moment ALL OWASP leaders (which include the Committee
members) have free entrance to ALL OWASP events worldwide.

The current discussion at the Board (based on the new budget and financial
model) is how much financial support we should give to the Committee members
and past Conference Organizers
