Lucas,
For speaker expenses this tends to be done on a cultural/expense basis. In
some cultures it's just not accepted to not pay for speaker expenses,
however in the US this is accepted (as companies are generally willing to
pay to have the exposure of their employees presenting). However, sometimes
accommodations are provided even here in the US (especially for Keynotes).
So really, it's in the conference planner's hands to determine what he can
afford and what is expected to his local environment.
