[Global_conference_committee] Welcome New GCC Members

GCC,

As a result of the board meeting held at AppSecDC, I'd like to welcome
Ralph, Richard and Neil to the committee.  I spoke a bit with Ralph (who was
at the conference) and look forward to working with all of you over the next
year.  I'm hoping to have another meeting before the end of the
November/early December, so look out for a Doodle.

Also, Cassio Goldschmidt has submitted an application to join the committee,
please review his application for vote at our next meeting (
