[Global_chapter_committee] Revised Chapter Handbook with new TOC and Comments from Beijing Chapter Workshop

Global Chapter Committee Members, Chapter Leaders, and other interested
parties --

So far Seba has been the only one to respond to the doodle or assist with
the updated draft.  Based on this, I will schedule a meeting time (or 2)
 that works for the two of us for next week and send out a notice in case
anyone else wants to join and be involved in the decisions for the draft
handbook.

After we finish this draft next week, the handbook will be sent to the
OWASP community at large for final comment.

I have heard many comments at conferences, on calls, and in person over the
past year from various members of the OWASP community about how chapters
should be run and what makes good meetings... that being said, there has
been little energy outside of the chapter leader workshops in updating the
handbook.  If you have an opinion on this -- this is your chance to be
heard!!
