[Global_chapter_committee] Revised Chapter Handbook with new TOC and Comments from Beijing Chapter Workshop

Here is the updated version of the chapter handbook with new table of
contents (organization) that Seba and I worked on last week in Beijing.
Seba has also spent time filling in the content from the past chapter
handbook and other content available online.

The timeline for the new document is as follows: draft for public review
and comment by Dec. 1, 2011 and final version released Jan. 1, 2012. I have
created a doodle for a meeting on the new draft (for committee members and
other interested parties to discuss substantive changes/decisions).  Please
respond by the end of the week (Friday) if you are interested in
participating - I will make a decision on the meeting time(s) based on
responses at that point.
