[Global_chapter_committee] Chapter rules

I have recently noticed that the chapter rule page
(http://www.owasp.org/index.php/Chapter_Rules) is out of date and
contradicted the chapter handbook
(http://www.owasp.org/index.php/Category:Chapter_Handbook) which now
contains also rules. 

 

I have remediate this by incorporating the important elements of the rules
into a new section of the handbook
(http://www.owasp.org/index.php/Chapter_Handbook:_Rules) and modifying links
in the site for the old rules page to point to the handbook.
