The Global Chapter Committee should answer this one, but (Jeremy) iif you
don't get an answer in time, I would say that you should make up the rules
of engagement that you feel make sense, and try it out :)

So I guess my answer to your questions is: Based on your community and the
situation at hand chose the more suitable options :)
