Yes - please give them (and everyone else in the world) blanket
permission to link to everything on the OWASP website.  I think it's
kind of ridiculous to try to limit who can link to things on your
website.  But it's doubly ridiculous for OWASP since everything is under
and open source license, free, and we want people to see it.  So yes,
absolutely, link to WebGoat.
