[GPC] Jerry Hoff as new project leader for OWASP AntiSamy.NET

The AntiSamy project team has been discussing the OWASP AntiSamy.NET
project recently and has elevated Jerry Hoff to lead the project.

Given that the GPC is currently trying to identify all project leads
with the goal of honorary OWASP membership, I wanted to make sure you
were aware of this project leadership change so that Jerry is included
on the honorary OWASP membership list.

If he is not already, Jerry should also be added to the set of list
administrators for the owasp-antisamy mailing list.
