[GPC] Code review guide Press release

[Paulo Coimbra]

I had already shared the excel file containing a list of PR contacts that we have used to promote the SoC 2008 launching but I am re-sending it off again. Given the poor results that were achieved, I am not sure about its usefulness. Nevertheless, I do not have any other tool to deal with this question.

I wrote the PR for Eoin and asked Kate to distribute it the "normal"  

way. Even if this is just posting to a few lists we need to have a standard way to do this for big releases.  I was hoping we had a big list of press contacts to send it to.  Paying for prnewswire does not make sense to me.
