Regarding this proposal I am not sure about the best course of action.

 

Do your comments mean that Anurag should apply to SoC 09 and so his project
ought to be set up only after the SoC Jury’s decision?

I'm with Brad on this one - it seems like a good project for OWASP.

 

There are a few details that are fully specified in the document but can be
infer in reading it such as the language the reference implementation would
be in (I suspect Java but it not explicitly stated).

 

I guess this would fall into the category of projects that are _not_ in the
'big 4' prioritize areas.  Maybe it could fall under #2 but that may be a
stretch.
