[Esapi-php] Issue 15 redux

Hi List,
I just committed the new HTTPUtilities getParameter method (and the matching
DefaultHTTPUtilities implementation). I spoke with Jah a bit about the the
validator methods, and we decided to add a default parameter value argument,
because we can't retrieve the exception from the isValidInput method. I'd be
curious to hear what people think about the best way to deal with
ValidatorExceptions in the isValidXXX methods. When I was writing the ESAPI
tutorial posts, I remember being a bit frustrated because those exceptions
are chock full of good information, but I couldn't access it from my
controllers when validation failed. Is there a way to get that information
that I'm not aware of, or could we add something in? Maybe a method to
retrieve the last error message?
