Kevin,

I reviewed 
http://code.google.com/p/owasp-esapi-java/issues/detail?id=161 more 
carefully, and think we DO want this in 2.0 GA. It's not a major change, 
just a small consistency  change to make sure validation.properties gets 
loaded when the normal ESAPI.properties get reloaded. It's actually a 
tiny patch which I think we need.

Acceptable?
