[Committees-chairs] LATAM tour

Yes, as stated, OOTM is managed by the chapters committee.  I included all of you on this, however, because considering Fabios agenda (training, conference promotion, government and university outreach, and so on) I really think this tour is vital to OWASP presence in Latin America.  I just want to be sure Fabio understands that we all support this initiative.
